Thompson Park
This is a Monmouth County, NJ park that has walking trails and playgrounds but most importantly it has an off-leash, fenced in dog area. There are fences, gates, grass, trees and water taps. The people that visit are great and are often "regulars." There are 2 areas one for big dogs and one for smaller dogs under 35lbs however you are welcome to let your little one run with the big guys at your own risk.
